Suyin, using her earth-bending sonar technique, learns that Kuvira is sleeping alone in her bunker. The bunker is opened, and Suyin, Wing, and Wei are surrounded by Kuvira, her guards and several in her robotic army. With that, Kuvira has her guards descend on Suyin. Opal, Baatar Jr.

Kuvira gets several attacks in quickly and efficiently. Opal tries her best to coach Korra, who is seemingly losing the fight. On the train to the reeducation camp, Varrick continues to work on his spirit bomb under Baatar Jr. As Varrick makes a way to redistribute the energy, he gives Bolin a wink.

Back at Zaofu, Korra continues her fight with Kuvira, making no headway towards a win. He dares Baatar and the guards to press their luck. Korra continues to fight a losing battle with Kuvira and finally goes into the Avatar State.

She comes out of the Avatar State prematurely, injuring herself. Kuvira takes the opportunity to knock out Korra and encapsulate her in rock, where she planned to behead her. Opal and Jinora intervene and airbend Kuvira out of the way, causing Kuvira to claim interference and launch her attack.

Opal and Jinora are able to keep the guards at bay by airbending and Jinora does her spirit projection to get help from Meelo and Ikki — who are painting with Huan in the city. Opal promises to come back for her mother and Kuvira declares herself the victor and new ruler of Zaofu. On the train, Baatar gathers all the workers into a separate car on the train. Baatar still thinks that Varrick is bluffing, but Varrick reminds Baatar that both he and Kuvira knew he was insane when they hired him for the project.

Baatar is shocked by just how insane Varrick is. In Zaofu, Kuvira announces herself as the new ruler to its citizens and tells her that she will allow them the freedom to live as the please, so long as they pledge allegiance to her and accept her as their new leader.
